As a 52,398 SF healthcare clinic set in an area of Phoenix where most of its low-income patrons reside, Maricopa County Public Health represents both iconic as well as approachable architecture. The objective of MCPH was to construct a facility that was accessible, yet provided dignity to the people who would utilize its services. It is a good example of sustainable architecture utilizing orientation, day-lighting and other design features to provide operational efficiencies. This project was developed and built using the CMAR method. The builder became a team member early in the schematic design phase and was quickly up to speed on the project budget and schedule. Holder Construction provided much needed support in helping the team select the appropriate materials and systems, validating costs and assisting with identifying cost savings opportunity.
As a team the owner, designer and builder were able to develop a thorough set of documents that included constructability reviews that ensured that the documents were complete and understandable to the subcontractors resulting in complete bids and a low number of change directives. So successful was the team at controlling the costs using this methodology, the owner was able to use most of his contingency fund to purchase other building components from the construction fund to completely outfit the project. The project was delivered a month ahead of schedule. Large quantities of daylight, a back up generator, and a zoned HVAC systems allow the building to operate in the event of power loses or equipment failures.
